IPSWICH RETAINING WALL PROJECT GUIDE
Retaining wall replacement approvals in Ipswich
Check the proposed replacement before the old wall is removed. Approval requirements depend on the work and the site, not simply the wall material or the height you can see. This guide helps you prepare questions for a building certifier, designer or Ipswich City Council; it does not approve your project.
The one-metre rule has several conditions
Schedule 1, section 3 of Queensland's Building Regulation 2021 describes a retaining wall category of accepted development. Its conditions must be considered together:
- No surcharge load within the wall's zone of influence.
- Compliance with the statutory total-height test for the wall and retained cut or fill: 1m or less.
- At least 1.5m clearance from buildings and other retaining walls.
A wall forming part of fencing for a regulated pool is excluded from that category. Ask the certifier how the definitions apply to your property. A rough measurement or a wall under a metre is not enough to settle the check.
Replacement needs its own review
Do not assume an old approval automatically covers a new wall, or that rebuilding in the same position removes the need to check. The proposed dimensions, loads, drainage, fencing and method may differ from the existing installation.
Give the assessor any drawings, approval records or earlier reports you already hold. Ipswich Council provides a retaining wall fact sheet through its building guidance. Use it as a starting point, then have the actual repair or replacement scope checked before commencing work.
Agree who checks, designs and certifies
The contractor, structural designer and building certifier can have different responsibilities. Ask who establishes the required design, who checks whether building approval is needed and who arranges inspections and completion records. Confirm whether any separate Council planning, earthworks or infrastructure requirements apply.
Put those responsibilities into the written scope instead of relying on a promise that approvals are handled. Ipswich Council's building compliance guidance distinguishes building certification from other development approvals. The right process for your site must be established by the relevant authority and qualified professionals.
Prepare the property information
Useful starting details include the approximate wall length and height, its position, the retained ground and any fence above it. Mention nearby buildings, other retaining walls, driveways, pools and existing services without deciding yourself whether they create an approval trigger.
Identify known easements, boundary information and proposed changes to ground levels. Explain the access route and intended drainage outlet. The professional can advise what drawings, measurements or investigations are needed. Our drainage guide and quote checklist help keep these parts of the scope together.
Keep boundary responsibility separate
A retaining wall beside a boundary fence is not automatically a shared fencing expense. Do not decide ownership from the fence position. Ipswich Council directs owners to its information about repairing or replacing existing walls and identifies an identification survey for establishing the wall's location and ownership.
Clarify permission for access, work and any fence changes before booking construction. Where owners disagree, qualified surveying or legal advice may be needed. This enquiry service does not determine ownership, apportion costs or resolve a neighbour dispute.
Check the contractor and the written agreement
Use QBCC's contractor guidance to check the licence holder and that the licence suits the proposed work. Confirm who is responsible for any additional trades and professional services.
QBCC requires a written contract for domestic building work over $3,300, including labour, materials and GST. Read its current contract guidance and check scope, exclusions, payment stages and timing before signing. Keep approval conditions, design documents and agreed changes with the contract, and ask which inspection and completion records will be supplied.
Start the conversation without a finished design
You can start a replacement enquiry with your suburb and contact details, then add existing documents or project information when requested. You do not need to decide the wall system or approval pathway first.
